The main thing that likely prevents Mike Soroka from surpassing 13.5 Pitching Outs is Mike Soroka himself. In the spring, Soroka had outings of 39, 61, 93 and 92 pitches. He only reached 9, 12, 12, and 14 Pitching Outs due to control issues (he walked a combined 10 batters in the final two spring starts). If he can manage his control issues against Toronto, I think 5 innings (15 outs) is very within reach given he’s fully stretched out and it seems the Nationals view him as a true starter.

I think we see Francis pick up where he left off last season vs a K heavy lineup
