VT Sports Betting Overview and Background

Vermont was not expected to be a front-runner in the world of online sports betting. Not boasting any professional sporting teams, Vermonters typically focus on New England and Canadian teams in addition to non-televised athletics like hiking, biking, and all the beauty of the northeastern landscape. 

However, as they saw government revenues slump during the COVID-19 pandemic, and continued to watch all their neighbors rake in money from legal bets, it became clear that legalization was a good road to recouping some lost cash in the coffers

Governor Phil Scott, signer of the sports betting bill H.127, was an initial proponent of sports betting back in 2019 right after the repeal of PASPA, the Professional and Amateur Sports Protection Act that federally banned betting on athletic events. He was eventually the one to put the bill into law in Vermont, bringing his attempts full circle. 

Like many states, the main purpose behind legalizing sports betting was to capture revenues that were going to offshore (read: illegal) books. The legal sports betting market is projected to bring in at least $7 million per year in revenue by 2025 — that's by taxing the sportsbooks at a 20% rate. 

The Road to Legalization

In 2023, legislators were able to agree on and finalize a version of a sports betting bill, H.127. The bill established the previously mentioned 20% tax rate as well as establishing the Department of Liquor and Lottery (DLL) as the regulatory body to oversee legal sports gambling in the Green Mountain State. 

By June, Governor Phill Scott's ink was drying on the bill, now law in the state. Legal sports betting in Vermont then launched on January 11th, 2024.
