Joe Musgrove pitches for the Padres and has been really good in his last three starts, accumulating a 0.57 ERA and 0.57 WHIP across 15.2 innings of work, allowing just one run in that time. Musgrove has been consistent all season long, and with the control he's had, along with his ability to get outs, this should help suppress a Cardinals offense that has struggled to consistently produce against right-handed pitchers all season, as they bat just .243 overall this season.
On the other side, Andre Pallante starts for the Cardinals. Not quite as sharp as Musgrove, Pallante has been prosperous in his last three outings, returning a 1.83 ERA and 1.02 WHIP across 19.2 innings. His ability to work through lineups, minimizing damage continuously presents a strong case for the under, especially against a Padres lineup that outside of recent scoring outbursts has mostly struggled.
The bullpens of both teams also favor a low-scoring game. The Padres' bullpen has been especially great, recording a 2.05 ERA and 0.91 WHIP over its last three games. While the Cardinals bullpen is not quite stifling, they still sport a respectable 3.47 ERA and 1.24 WHIP in that same span. Considering both bullpens are performing well, they will more than likely keep the score down late in the game.
That said, trends also point to the under. The Cardinals have gone under in seven of their last ten on grass, while the Padres represented an under trend on the road. This series has also gone under in many recent games between the two franchises.

While it applies to the big picture, even Joe Musgrove being tremendous since returning but he has had a 5.62 ERA on the road this season versus Pallante's 3.95 at home. On the other hand, Pallante seems to have induced weak contact, considering that opposing hitters against him produced just an 87.4 mph exit velocity and a .340 expected slugging percentage. This could end up clogging up the San Diego lineup.
While Musgrove is extremely strikeout-heavy, Pallante's groundballing style (0.5° launch angle) is a great fit for Busch Stadium, given its history of depressant nature on home runs. The .239 xBA and .293 xwOBA off Pallante show how well he can keep evil away from bats-a huge differentiator against that Padres lineup.
The Cardinals' recent offensive surge, particularly against right-handed pitchers, should not be overlooked. Handed a slight uptick in batting average (.261) against righties, with a lineup that's supposed to include power threats like the likely returning Nolan Arenado, the Cardinals should be in a solid place to capitalize on any miscue Musgrove makes. They've been OK in these spots as a whole lately, too, taking five of their last six following a home loss when an underdog at home. Combining this with Pallante's recent form and home-field advantage, this could be a great pick as St. Louis looks to stop the Padres' streak and have great value.
